The first phase of the Missouri Justice Project will cover sixteen counties in the northernmost portion of the state. They are:

Adair (January 29, 1841), County Seat: Kirksville


Clark (December 16,1836), County Seat: Kahoka


Gentry (February 14, 1841), County Seat: Albany


Harrison (February 14, 1845), County Seat: Bethany


Holt (February 15, 1841), County Seat: Oregon


Grundy (January 2, 1841), County Seat: Trenton


Knox (February 14, 1845), County Seat: Edina


Lewis (January 2, 1833), County Seat: Monticello


Mercer (February 14, 1845), County Seat: Princeton


Nodaway (February 14, 1845), County Seat: Maryville

Putnam (February 28, 1845), County Seat: Unionville


Schuyler (February 14, 1845), County Seat: Lancaster


Scotland (January 29, 1841), County Seat: Memphis
